Data & method

Unit: LA County census block groups (2020 geography, ~6,500).

• Fire: NASA FIRMS VIIRS_SNPP_SP, Jan 7–11 2025 firestorm window; counted per block group, divided by area (EPSG:3310).
• Income / population: ACS 2024 5-year (B19013, B01003).
• NDVI: MODIS MOD13Q1, Aug 2024 (vegetation / WUI proxy).
• Vulnerability: CEJST 2.0 (Justice40), re-hosted by Public Environmental Data Partners.

Framing. Modeled on Allergy Equity: a screening tool, not a prediction or allocation formula. Quadrants ask which follow-up fits a place.

Caveats. ~99% of block groups have zero detections (zero-inflation). FIRMS = thermal detections, not burned area. CEJST is 2010 tract data joined to 2020 block groups by parent tract — a vintage mismatch; unmatched block groups carry no CEJST flag. Results carry MAUP / ecological-fallacy limits; p-values are descriptive only. Weak correlations are a valid finding.
